Toomey Racing USA was founded in 1974 as a high-end consultancy, research, development and fabrication shop, producing specially designed high-performance exhaust systems, and other racing parts, for professional factory racing teams. Toomey himself started his racing career in 1973 as a race technician and went on to sign an exclusive contract in 1982 with Honda Motor Company, Ltd, Japan, to provide technical services to its new World Championship Grand Prix Team.
